Lead designer named for US$2bn New York City subway project

Denmark-based Cowi, an international engineering and consultancy firm, has been appointed lead designer by Connect Plus Partners (Connect+), the joint venture of Halmar International and FCC Construction, which recently secured a US$1.97 billion design-build contract for Phase 2 of New York City’s Second Avenue Subway project.

The expansion will extend the Q Line from 96th Street to 125th Street, adding three new ADA-accessible stations at 106th, 116th and 125th Streets.
The 1.5-mile project also includes installation of twin running tunnels, station shell construction, reuse of a partially completed 1970s tunnel segment, and the development of above-ground ancillary buildings for ventilation, mechanical and electrical systems.
Cowi will lead design for the tunnelling and structural shells, supported by a team of subconsultants.
“Phase 2 of the Second Avenue Subway is one of the most significant infrastructure projects in the country,” said Thomas Dahlgren, executive vice president of Cowi North America. “By extending service north to 125th Street, MTA is restoring rapid transit to East Harlem for the first time in more than 80 years, reducing crowding on the current subway line under Lexington Avenue, and improving daily mobility for more than 100,000 riders.”
The New York Metropolitan Transportation Authority (MTA) set construction to begin in early 2026, with tunnel boring scheduled to launch in 2027.
Completion of the build is anticipated by 2030.
