Cowi joins National Highways’ consultancy consortium for strategic road network

Denmark-based consultancy Cowi has been selected as a key partner in a new UK National Highways infrastructure consortium under the Specialist and Technical Services 3 (SPaTS3) framework, joining a team led by Arcadis (Netherlands) alongside Carnell (UK), Deloitte (US), and Michelin Mobility Intelligence (France).

The SPaTS3 framework is designed to give National Highways streamlined access to consultancy services across 26 core technical areas – ranging from asset operation and strategic transport planning to sustainability and road user behaviour – as it oversees the development and maintenance of England’s strategic road network.
Andy Sloan, managing director for Cowi UK & Ireland, said the appointment fits within the firm’s broader mission.
“We’re thrilled to be part of this consortium, which aligns with Cowi’s mission to shape a sustainable and connected future,” Sloan said. “Our deep expertise in infrastructure design, asset management, and digital engineering will contribute to creating more resilient, safe, and efficient transport systems across the country.”
Cowi, which is headquartered in Denmark and employs about 7,500 people globally, said its role in the framework will focus on applying systems thinking, digital tools, and international best practice to help future-proof the UK’s road infrastructure.
The company described the appointment as a continuation of its long-standing collaboration with the UK’s transport sector and a key step in advancing its sustainability goals in the region.
