Two engineering firms win Hong Kong-Shenzhen Western Rail Link design contract
01 July 2025

AtkinsRéalis, in joint venture with Aecom, has secured a contract to deliver investigation, design and multidisciplinary services for the Hong Kong section of the planned Hong Kong–Shenzhen Western Rail Link in China.
Awarded by the Northern Metropolis Railways Office and the Highways Department of the Hong Kong SAR government, the contract forms part of a strategic cross-border transport initiative linking Hung Shui Kiu in Hong Kong with Qianhai in Shenzhen. The rail link was originally proposed in the 2021 Policy Address and supports the Northern Metropolis Development Strategy and Greater Bay Area (GBA) integration goals.
AtkinsRéalis will lead the JV and oversee the design of a 7.3km railway line stretching from Hung Shui Kiu to the boundary with mainland China.
The scope includes three new stations - Hung Shui Kiu, Ha Tsuen, and Lau Fau Shan - as well as a 19-hectare depot at Ha Tsuen. The design will also make allowances for future rail extensions, including a connection to the proposed Hong Kong Island West–Hung Shui Kiu Rail Link.
The JV will deliver planning and system integration services aimed at ensuring seamless interoperability between Hong Kong and mainland networks.
Kelvin Cheng, managing director for transportation and water in Asia at AtkinsRéalis, said the project supports Hong Kong’s ambition for “flexible, smart, and integrated railway systems” and strengthens cross-boundary connectivity with the GBA.
