South Korea’s Samsung Construction & Trading Corporation (C&T) has signed a deal with an Estonian energy company to develop a small modular reactor (SMR) that could become operational as early as 2035.

Samsung C&T’s engineering and construction (E&C) group has signed a teaming agreement with Fermi Energia in Seoul, South Korea.

Samsung C&T E&C Group will participate in the concept design (pre-FEED) and the front-end engineering design (FEED) stages. It will oversee tasks such as site evaluation, cost estimation, and project planning.

The planned plant will use the BWRX-300 SMR model, developed by GE Hitachi.

“We aim to strengthen our global position as an SMR player through the successful execution of Estonia’s first SMR project,” said Jeong-eun Kim, senior vice president of the Nuclear Business Team.

Samsung C&T E&C Group is already involved in the in the FEED stage of a 462 MW SMR project in Romania, in partnership with NuScale Power and Romania’s Societatea Nationala Nuclearelectrica (SNN). The project aims to repurpose a decommissioned coal-fired power plant, with commercial operation targeted for 2030.

In 2024, it also signed a memorandum of understanding (MOU) with Kärnfull Next AB to jointly develop Sweden’s first SMR power plant, targeted for completion by 2032.
