Granite JV secures key contract in US$2.7bn water programme

Southern Nevada Construction Partners (SNCP) – a joint venture between US firms Granite Construction and Contri Construction – awarded a US$240 million construction manager at risk (CMAR) contract for a segment of the Southern Nevada Water Authority’s (SNWA) Horizon Lateral Program.

SNCP will work on the Paradise Hills neighbourhood section in the City of Henderson, which is located within the Las Vegas metro area.

The broader initiative, valued at up to $2.7 billion, is designed to improve regional water delivery capacity, reliability, and system redundancy. Nevada is the driest US state; it receives just more than ten inches of rain annually on average.

Under the contract, SNCP will deliver around 22,000 linear ft of 120-inch steel water pipeline, including trenchless crossings beneath a major highway, a 108-in water main, and Union Pacific Railroad infrastructure. The scope also includes multiple valved outlets for future connections to Boulder City, Henderson’s Reservoir R-8, and other tie-in points across the Horizon Lateral project.

A new 65 million gallons-per-day (MGD) pumping station will also be constructed, initially commissioned at 35 MGD. It will include mechanical and electrical systems, surge control, flow metering, instrumentation, and site improvements such as security measures and desert-compatible landscaping.

“Through SNCP, we’re delivering a high-value, future-ready water infrastructure solution that supports the long-term needs of Southern Nevada,” said Granite area manager Don Sawyer.

Granite will lead pump station construction, site preparation, structure excavation, and formwork, while Contri will handle pipe installation and related activities.

Preconstruction work is expected to conclude in December 2026, with construction scheduled to begin in January 2027 and finish by January 2030.

The overall Horizon Lateral Program forms part of SNWA’s long-term resource planning and is intended to eliminate single points of failure in the current water system. Work across the programme includes large-diameter pipeline installations, pump stations, reservoirs, and extensive trenching, with full completion targeted before 2030.
