Kier wins £700m UK highways and infrastructure contract

Kier has secured a major UK highways and infrastructure contract worth up to £700 million, after being appointed by Norfolk County Council to deliver its long-term highways and infrastructure works programme.

The deal, which will begin on 1 April 2026 and run for up to 14 years, forms part of Kier’s growing portfolio of national infrastructure and maintenance contracts across the UK.

Under the agreement, Kier will oversee delivery and maintenance across Norfolk’s 9,836 km highway network. The scope includes surfacing, planned maintenance, bridge and structure schemes, temporary works design, surface dressing, and cyclical maintenance such as drainage cleansing and grass cutting.

The contract is designed to maintain the network to high standards, ensure resilience to climate change, and prepare for the county’s growing population.

Kier will also support Norfolk County Council’s wider objectives for sustainability, innovation and community engagement. This includes promoting active travel, creating local job and training opportunities, and supporting care leavers through skills programmes.

James Birch, managing director for Highways at Kier Transportation, said the appointment marks the beginning of a “hugely important strategic relationship between Kier Transportation and Norfolk County Council.” W

He said, “We understand the importance of providing a service that leaves a lasting legacy and is also bold and focused on helping local communities to thrive.

“We will create local job opportunities, support local SMEs and supply chains, and our service will focus on innovation and working collaboratively to provide a safe, reliable and sustainable highways network for the county.”

The news comes after Kier reported continued growth in its infrastructure division and expanded its order book, reflecting strong momentum across its UK highways operations.
