Contractor bags $181.8m Guam missile defence construction deal

Black Construction, a subsidiary of Tutor Perini, has secured a US$181.8m contract for the first phase of a new US missile defence facility in Guam.

The work, awarded to the Black Construction-Tutor Perini joint venture by the Naval Facilities Engineering Systems Command Pacific, forms part of the Guam Defense System - Enhanced Integrated Air and Missile Defense project.
The scope includes construction of a dedicated power generation facility with standby systems, switchgear and fuel storage, as well as a fire pump building, water storage and an entry control facility. Functional areas and supporting infrastructure are also included.
Two contract options worth a further $12.1m could be added if exercised.
The project is funded under the US Department of Defense’s Pacific Deterrence Initiative. Work is scheduled to begin in the first quarter of 2026, with the contract value added to Tutor Perini’s backlog in the third quarter of 2025.
