FlatironDragados merges three New York area infrastructure contractors

US-based construction contractor FlatironDragados said it is merging firms Schiavone Construction, John P. Picone, and E.E. Cruz into a single operating entity to serve the New York Tri-State area, which includes New York City metro and parts of New Jersey and Connecticut states.

The new company will be called SPC Construction.

The integration, expected to complete in Q2 2025, will consolidate the three contractors under one brand and leadership structure. The firm said the move will streamline risk management and standardise operations.

Schiavone brings specialties in tunnelling, mass transit, foundations, and other infrastructure work. Picone has a history of work in civic projects, specifically tunnelling and water infrastructure builds. E.E. Cruz specialise in deep foundation and geotechnical projects.

“This is the next significant step in the transformation of FlatironDragados,” said CEO Javier Sevilla. “The synergies between these three businesses enable a simplified structure that will ensure a consistent approach to operations and risk management.”

The combined entity will employ approximately 1,300 people.

Peter Davoren, chairman of FlatironDragados, said, “[The merger] creates more opportunities for our people, enhances our ability to deliver complex infrastructure projects, and offers greater value to our clients and partners.”

Jesus Diez will serve as managing director of SPC Construction, with Joe Sheehan as chief operating officer and Neil Wegman as chief financial officer.

FlatironDragados itself was formed via integration of US-based Flatiron and Spain-based Dragados’ North American operations, both subsidiaries of global infrastructure ACS Group (Spain) and its majority-owned Germany-based contractor, Hochtief.
