Appointed by state agency Major Road Projects Victoria as part of the Synergy consortium, CPB will work alongside Australia-based BMD Constructions and UK engineering, design, and planning firm Arup on the segment between Tram Road and Springvale Road.

A value for the contract was not available.

Scope for this stage includes upgrading freeway lanes and ramps, installing new traffic management technology, building a new pedestrian overpass at Eram Park, and enhancing cycling and walking links. Plans also call for open space improvements, including tree planting in Koonung Creek Linear Park.

The overall project is designed to cut motorist travel times by up to 11 minutes between Springvale Road and Hoddle Street, while improving connections to North East Link and the M80 Ring Road in Greensborough.

Works on the Tram-to-Springvale section are expected to be completed in 2028.
