Poland’s CPK megaproject to launch €9bn worth of tenders in 2026

Contractors will have access to tender opportunities worth around PLN 40bn (€9bn) in 2026 as Poland’s Centralny Port Komunikacyjny (CPK) accelerates delivery of its airport and high-speed rail programme.

The company has set out its procurement schedule for 2026–2028, with nearly 100 procedures above PLN 1m (€225,000) planned. The document details start dates by quarter and provides estimated contract values ranging from PLN 1m (€225,000) to more than PLN 5bn (€1.1bn).

In 2026 alone, CPK expects to issue tenders worth PLN 7bn (€1.6bn) in Q1, PLN 20bn (€4.5bn) in Q2, PLN 3bn (€675m) in Q3, and PLN 10bn (€2.25bn) in Q4. Railway packages will include construction on the Warsaw-Łódź high-speed line and a new station with platform hall. On the airport side, major works will cover the design, delivery and installation of an aeronautical lighting system, construction of new road networks in landside areas, and framework agreements for infrastructure, buildings, and site preparation.

“In 2026, we will also conclude framework agreements for airport infrastructure and landside buildings, together with large-scale earthworks and site preparation,” said Dariusz Kuś, CPK board member for airport investments. “These examples show how the project has clearly accelerated and underline the enormous day-to-day work carried out by our engineers and experts.”

Plans for 2027 and 2028

High-value procedures are also scheduled for 2027, including more than PLN 5bn (€1.1bn) in railway design and construction, a PLN 3–5bn (€675m-€1.1bn) package for the railway node project, and key airport infrastructure such as the Airside North development and a new fuel base with railway unloading facilities worth between PLN 1bn (€225m) and PLN 3bn (€675m). Power infrastructure worth PLN 500m-1bn (€112m-€225m) is also planned.

Further major tenders will follow in 2028, covering railway schemes worth more than PLN 5bn (€1.1bn) as well as airside facilities, operations control and multi-storey parking valued at between PLN 500m (€112m) and PLN 1bn (€225m).

The plan builds on CPK’s 2025 procurement programme, valued at around PLN 30bn (€6.7bn). By the end of August, tenders worth approximately PLN 18bn (€4bn) had already been announced, including a PLN 2.2bn (€495m) contract for the Łódź tunnel and a tender for the passenger terminal valued at more than PLN 5bn (€1.1bn). A total of five contractors are currently in the running for the terminal project.

“This year we awarded a PLN 2.2bn contract for the Łódź tunnel and announced a tender for the passenger terminal worth over PLN 5bn. Both the rail and airport components are moving forward on schedule,” said Dr Filip Czernicki, CEO of CPK.

Further opportunities expected later in 2025 include piling and foundations for the terminal building, the airport rail tunnel, and more than 90km of surrounding roadworks.
