Costain, an infrastructure solutions company, has been selected by the nuclear fuel consortium Urenco as the program delivery partner to implement new and upgraded infrastructure at its site in Cheshire, UK.

Costain will lead an integrated program for Urenco’s infrastructure investment activities, which includes the design, procurement, construction, and commissioning of upgrades at the Capenhurst site.

The framework is expected to result in contracts being awarded to Costain over a minimum period of three years. The Capenhurst facility, operated by Urenco, provides uranium enrichment services that produce fuel for civil nuclear power stations both in the UK and worldwide, thereby supporting the generation of low-carbon electricity.

Currently, the site is undergoing a series of complex work programs aimed at enhancing its long-term resilience. One of these initiatives includes the establishment of Europe’s first High Assay Low Enriched Uranium (HALEU) advanced fuels facility.

Costain will collaborate closely with local supply chain partners, offering strategic direction, integration, assurance, and governance for these works.

Sam White, managing director of natural resources at Costain, remarked, “Ensuring the supply of safe, low-carbon electricity is critical for building a sustainable future. We are leveraging decades of experience in predictable, best-in-class delivery to help safeguard the UK’s energy security and support the transition to more sustainable energy generation.”
