The incident took place on the morning of Oct. 30 at the Ueberseequartier in the HafenCity district, which is currently being redeveloped with office and residential buildings, hotels and shops. It is one of the largest construction projects in the area and more than 700 workers are on site daily.

Authorities have not said why or how the scaffolding collapsed. Emergency crews continue to search for those buried under debris.
