16 contractors in the running for England’s £37bn New Hospital Programme
19 June 2025

A total of 16 contractors are un the running for places on a 12-year, £37 billion (€43.3 billion) delivery alliance to build new hospitals in England.
The New Hospital Programme was set up in 2020 and combined eight hospital building projects that were already under construction or pending final approval with a government pledge for 40 more.
In 2023, seven hospitals that require reconstruction because they contain crumbling reinforced autoclave aerated concrete (RAAC) were also brought into the programme.
The shortlisted companies have received an Invitation to Participate in Dialogue (ITPD) on NHS England’s Hospital 2.0 Alliance.
The multi-supplier framework will be used by NHS England to appoint companies for the detailed design, construction, and handover of new hospital schemes between 2025 and 2040.
The dialogue with bidders is expected to finish in the autumn, with places awarded early in 2026.
The 16 shortlisted companies are:
- BAM Construction Limited
- Bovis Construction (Europe)
- Bouygues UK
- Dragados Sociedad Anonima
- FCC Construcción
- Integrated Health Projects (IHP)

This is a nationally important programme and we welcome innovative partners who can help us deliver it.”
Karin Smyth MP, minister of state for secondary care, said, “We’re delighted to be entering the next stages of the procurement process for the New Hospital Programme Alliance, and I wanted to take a moment to reaffirm the government’s unwavering commitment to delivering this once in a generation programme.
